Rachelle Modena Biography
Deputy Sector Navigator
Northern Inland / Northern Coastal Region
Rachelle Modena is the Deputy Sector Navigator for Small Business serving the North Far North Region and is hosted at Shasta College. The seven community colleges that Rachelle serves are Shasta College, College of the Siskiyous, Butte College, College of the Redwoods, Mendocino College, Lassen College, and Feather River College. Rachelle’s focus as DSN is creating a strong workforce through supporting local high school and college educators along with industry partners to implement the most recent science in entrepreneurship and workforce development. This focus builds successful college to career pathways while growing the economy. Examples of projects supporting this effort include YEP (Young Entrepreneurship Program), “Get a Taste of Success” statewide Business Plan Pitch Competition, Women in Business Conference, 2017 North State Economic Forecast Conference, and Counseling 2 Careers.
Rachelle’s previous experience includes owning her own business in the childcare industry and working as a child development expert with Head Start. From 2002 to 2016, Rachelle served her local community at the Shasta County Child Abuse Prevention Coordinating Council (CAPCC), a non-profit, and for the last five years served as the Deputy Director and Executive Director there. Rachelle has an extensive history in successful grant writing, program development, project management, fiscal oversite, and evaluation. During her tenure at CAPCC, Rachelle successfully secured and managed a multi-year $7 million national service grant that placed AmeriCorps members in local elementary and high schools throughout northern California.
Rachelle is a Shasta College alumna with an AA in early childhood education, and holds a bachelor’s degree in psychology from Simpson University. She also served two years as an AmeriCorps member. Rachelle is passionate about her role as a DSN for Small Business, expanding opportunities for students, nurturing businesses that provide stable high-value jobs, and supporting a strong economy that leads to the overall health of the community and region as a result.
